Professor Kirk Stark has been named the Barrall Family Professor of Tax Law and Policy. This endowed chair recognizes Stark’s groundbreaking work in the field of tax law as both an academic subject and at the governmental level. The chair was established earlier this year by a gift from James D.C. Barrall and Carole Barrall
At UCLA Law, he currently teaches "Federal Income Taxation, Taxation and Distributive Justice, State and Local Taxation" and the propoerty course for first-year law students. His recent research on taxation and public finance examined fiscal disparities among the states, the federal government’s role in state tax reform and the question of how best to allocate fiscal responsibilities among governances.
Professor Stark has testified several times before the California State Legislature regarding state and local tax policies, while also having served on the Board of Directors of the National Tax Association. He has been elected UCLA Law’s Professor of the Year in 1999 and 2002 and has received the University Distinguished Teaching Award in 2003. He recently finished his service in 2013 as vice dean for faculty development at UCLA Law.
